Is there any way of establishing an attribute for an attached library?

I want to establish a local short name for a library, corresponding
to a namespace prefix that I want to apply to names in that library.
This requires an attribute on the library (root) folder that can be set by
the instatiator.

I would also like to establish a long name within the library, which
should be handled by an attribute on the root folder, but could be
handled by a synthetic atom lower down.

For instnace, if meta-modelling XMI in UML(X).

I would like the XMI meta-model to define its identity as
"http://www.omg.org/XMI"
rather than (or in addition to) MGA=C:... which is unstable and not
portable.

I would like the instantiator of the XMI model to be able to choose to
define
its usage as "my-xmi".
