The following text has the solution...

Issue - LoadLibrary fails during install:
This version of GReAT has been built using Visual Studio 2005 Service
Pack 1 (SP1).
If you do not have SP1 installed, you may encounter this error during
the installation.
The SP1 redistributable package is freely available here:
http://www.microsoft.com/downloads/details.aspx?FamilyID=200b2fd9-ae1a-4
a14-984d-389c36f85647&displaylang=en
You must download and install this package before installing GReAT.

These instructions are also provided in the releaseinfo and readme files
of the GReAT release under "Known Issues". Hope this helps.

I wonder if this screenshot looks familiar to any of the gurus?  

	GReAT: 1.6.1 (VC8)
	GME:   7.6.29
	OS:    Windows XP Pro

Step #1:
Uninstalled an older version of the GReAT toolchain (first great, then
udm, then gme)

Step #2:
Installed GME 7.6.29

Step #3:
Ran GReAT installation utility

	result:    complained about not having GME 7.6.29
	solution:  rebooted

Step #4:
Re-ran GReAT installation utility

	result:   unable to register GenerateGRC.dll
	solution: ???

Is this, by chance, related to an already known/understood problem?
