[tao-bugs] [ft_naming service] adding member to object group fails (FT_Naming::NamingManager add_member throws exception ObjectNotAdded)

I have tried TAO 2.2a p9 (version.txt states "2.2a_p9, released Wed Mar  2
16:27:04 UTC 2016.").

Problem still exists.

I also checked the sources of tao 2.3.3 (ace 6.3.3.) from
http://download.dre.vanderbilt.edu
It's IORManipulation.cpp is the same. So probably the problem exists in
this version too, but I am unable to check that fact because 2.3.3 version
does not have project files for VS2010. There is still a small chance that
the problem could be solved by changes of some other file.
