[tao-users] Azure DevOps CI enabled

Hi all,

We have enabled Azure DevOps CI for ACE/TAO/CIAO/DAnCE. This new free
Microsoft service enables the free usage of Azure for doing an
additional CI build for ACE/TAO/CIAO/DAnCE.

The CI builds use the azure-pipelines.yml file which you can find in the
root of the repositories. Feel free to extend this file further for more
Azure CI testing and submit a Pull Request with your additions.
