[udm-dev] Udm_ns exes and dlls are generated into bin and not bin.net

I have changed the output folder settings for all Udm exe and dll
projects from bin.net to bin.
The following files also had to be updated to accommodate the changes:
	etc\JAVA\eclipseAPI.bat
	etc\JAVA\judmAPI.bat
	src\MPCGen\MpcGen.cpp
	UML GME\Interpreter\Component.cpp
	Uml\Uml.vcproj
