[udm-dev] UDM documents shared in VSS

I have shared license.txt and the entire doc folder into project udm_ns
in VSS.
I have also created a branch for CHANGELOG.txt, readme.txt and
releasinfo.txt.

We need to start to work on the documentation. The existing UdmApi
documentation needs to be updated, and Java Udm needs documentation.
Anyone wants to volunteer? :)
