[Ace-users] Error message in wait_for_event

TAO VERSION : 1.4
ACE VERSION : 5.4

HOST MACHINE and OPERATING SYSTEM:
    PC with Windows Server 2003 or Windows XP

COMPILER NAME AND VERSION (AND PATCHLEVEL):
    Visual Studio .NET 7.1

THE $ACE_ROOT/ace/config.h FILE:
    #include "ace/config-win32.h"

SYNOPSIS:
    TAO (312|4000) - Leader_Follower[0]::wait_for_event, failed to
elect new leader

DESCRIPTION:
    Our customer reported this error message.
    I wonder what is the gravity of this message?
    What could be causing that?
    I know I use a very old version of TAO, but I don't request a bug
fix, only
    a short explaination for our customer :)
