[ace-users] ACE/TAO: Reasons for exception in create_policy()?

Alas, there is no file svc.conf in the mentioned directory, only a few server*.conf and client*.conf ones. Maybe I should use the "client_nopasswd.conf"? What is special about the svc.conf?
