Another problem with "not" posting to the list is that the other list
users sometimes do not get to know the actual context of the problem
originally stated by the new user. Posting to the list using the PRF
would help us all in knowing the ACE library/framework better.

I think that mentioning the usage of PRF form on the very web page
where the mailing lists' addresses are listed could help every new
user to get to read the about the PRF usage and the location of the
file in the ACE distribution where its usage is explained. In
addition, I suggest that a filtering mechanism on the ACE mailing list
be instituted as well which would stop "all" the posts "not" using the
PRF form from appearing on the regular list mail and automatically
result in a reply detailing the correct PRF usage.
