Yes, that is because linux is a supported environment, while MinGW is
not (it is an experimental port) that isn't really maintained by anyone.

Yes, here are my suggestion is to switch to Linux, you're unlikely to
face problem with that platform since it is widely used. If that is not
feasible, you can either fix the MinGW problems yourself and submit them
as patches, or obtain commercial support to sort out all these issues
for you, test ACE/TAO on MinGW, and commit any changes to the next
release.
