Found a workaround to the 'attach library' problem. I did
an 'export xml'
on the project I wanted to pull in via 'attach library',
did an 'import xml'
on that file into the target project. Lassoed the
imported component ref into
the deployment plan, generated the flattened deployment
plan correctely and
the plan_launcher successfully launched both components.
