[cosmic-users] suggestion

Hi folks,

I installed CoSMIC 0.6.6, the readme file says I'm using CoSMIC 0.6.3.
This makes it difficult to ask someone the version of CoSMIC they are
using.

I suggest we adopt the same method we used in ACE/TAO/CIAO, namely,
embedding a VERSION file that states the version, and maybe a
PROBLEM-REPORT-FORM.
