[EISA] OIF Shutdown

Hi All;
The the OMEA Integration Facility (OIF) is shutdown.  If you need to 
tunnel in again in the future please let me know I will boot it up.

I checked in a couple of version of RT1H.xme and performed some general 
svn cleanup.

James I also checked in a couple of files that you had modified in 
EISA_13.0.  I hope that is okay.  grep the Changelog  for James...

It's unfortunate that the a pleasure of working with you all was so short 
lived.
