The relid will continue to increase if you delete objects from GME and 
create new ones.

E.g. you create one object and the relid is 3. Then you delete it and 
you create it again, the relid will be 4. If you delete it, save, close 
GME, reopen the same model and create the object again, the relid will 
be 5. It is guaranteed to be unique across the time (versions) of the 
model, until it wraps around (it's a DWORD I believe).
