[skoll] Skoll clients are in the scoreboard

I installed a Skoll server and three Skoll clients here at UMD. Build
results are displayed in the current ACE+TAO scoreboard under
"Miscellaneous" section. This is only for testing. Don and I will install
a server at Vanderbilt soon.

Below is how it works:

+ For each request the Skoll server choose a random configuration from the
following configuration space

  debug, exceptions, inline, optimize, ssl, templates, threads
  TAO_HAS_AMI, TAO_HAS_AMI_CALLBACK, TAO_HAS_AMI_POLLER
  TAO_HAS_CORBA_MESSAGING, TAO_HAS_INTERCEPTORS,
  TAO_HAS_MINIMUM_CORBA, TAO_HAS_MINIMUM_POA
  TAO_HAS_MINIMUM_POA_MAPS, TAO_HAS_NAMED_RT_MUTEXES, TAO_HAS_UIOP

+ For each configuration sent, a client downloads ACE+TAO from the head of
the repository, compiles ACE+TAO, and sends results back to the server.
Clients are requesting a configuration as soon as they are done with the
current config.
