The Time_Value_Test has been failing on VC8 for quite a while.

Looking across the Time_Value_Test row on  
http://www.dre.vanderbilt.edu/scoreboard/ace_detailed.matrix.html, it 
also fails on 64-bit Linux and AIX.

It looks like the test fails on platforms with 64-bit time_t (VC8 has a 
64-bit time_t regardless of the target bit-width).  Does anyone know if 
this is a bug in the test or in ACE_Time_Value itself?  I don't seen 
anything in NEWS about it as a known issue.
